Senator Payne is not seeking re-election after servicing the state for over 24 years Payne began serving the nation in the United States Navy in 1975 and became the first Career Reserve Navy SEAL to be promoted to Real Admiral

Santa Fe- Senate Minority Whip Bill Payne (R-Albuquerque) is being honored by the New Mexico State Senate today for his over 24 years of public service. As a citizen legislator, Senator Payne has represented the far northeast heights of Albuquerque in Senate District 20.
