ALBUQUERQUE, N.M. — A rare Blizzard Warning has been issued for northeastern New Mexico. Whiteout conditions are expected. The National Weather Service recommended that New Mexicans in that region of the state delay their travel plans since the storm will bring strong winds, snow and low visibility — making travel very difficult or even impossible.
